On 20 October 2025, the international launch of the newly published textbook entitled ‘General Administrative Law’ was attended by students, representatives of various legal professions, academics and practitioners, as well as anyone interested in bringing Ukrainian legal scholarship into line with European standards and in the further development of Ukrainian administrative law. The editors of the new textbook are Bernd Wieser, Yaroslav Lazur, Tetyana Karabin and Oleksandr Bilash.
Overall, the textbook reflects the latest (European) approach to understanding Ukrainian administrative law and is divided into four thematically coherent and balanced sections, such as ‘Fundamentals of Administrative Law’, ‘Subjects of Administrative Law’, ‘Instruments of Public Administration’, ‘Administrative Oversight and Legal Protection’, and comprises a total of 24 chapters. Professor DDr. Dr. h.c. Bernd Wieser, Head of the Centre for Eastern European Law, and Petro Reshko, research fellow at the Centre for Eastern European Law from 2023 to 2024.
At the presentation, not only were the authors and editors of the textbook given the floor, but also its reviewers, who shared their perspectives and impressions of the up-to-date, in-depth analysis presented across more than 400 pages of the textbook, which is written in language that is accessible to the reader, . Words of thanks were expressed both by the Austrian side, through Prof. Bernd Wieser, and by the Ukrainian side, to the entire team of authors, the editors of the textbook and those who were involved in its production and provided support. Furthermore, the Ukrainian side expressly thanked the European Union and their European colleagues for their support of Ukraine and the Ukrainian people during these difficult times, in the context of the Russian Federation’s ongoing aggression against Ukraine, which violates international law.
Furthermore, reference was made to the positive, long-standing experience of fruitful cooperation between the law faculties of the two universities, with particular mention of previously successfully completed bilateral projects that led to the publication of the textbook ‘Introduction to Ukrainian Law’ for German-speaking readers in 2020 (https://www.beck-shop.de/wieser-lazur-bilash-einfuehrung-ukrainische-recht/product/31832767) and the textbook ‘Special Administrative Law’ in 2022–2023 (https://www.verlagoesterreich.at/besonderes-verwaltungsrecht-der-ukraine/99.105005-9783704691316; and in Ukrainian https://oldiplus.ua/osoblive-administrativne-pravo/). As our Ukrainian colleagues aptly pointed out, the two recently published textbooks – namely on General Administrative Law and Special Administrative Law of Ukraine – form a unified whole and serve as a basis for students, practitioners, lecturers and doctoral students as a basis for acquiring or deepening their knowledge of modern Ukrainian administrative law. In conclusion, all parties expressed their hope to continue the cooperation in the near future within the framework of new, equally interesting Ukrainian-Austrian projects in the field of law.
