Benedikt Harzl on the partial mobilization in Russia

On September 21, 2022 Russian President Vladimir Putin announced a partial mobilization, initiating a new phase in the war against Ukraine. Asst.-Prof. Dr. Benedikt Harzl of the Centre for East European Law and Eurasian Studies (CEELES) gave an interview to the Radio Steiermark's Mittagsjournal on this topic on September 21.  According to Harzl, the partial mobilization is tantamount to a new stage of escalation: with the conscription of around 300,000 soldiers, the war - a blatant breach of international law - has thus arrived in Russia itself. This move not only contradicts Russia's claim of a mere "special operation" in Ukraine, but, as Harzl points out, clearly represents a serious political blow - to Russia and, in particular, to Vladimir Putin himself.
